Deon Policy Institute (hereinafter “Deon” or “we” or “us” or “our”) a Delaware 501c3 not for profit corporation with registered offices at 81 Westwind Rd, Apt. 60, Boston, MA, 02125, USA, is a non-partisan think tank, which actively shapes policy and contributes to public discourse for Greece, by drawing on the expertise of the Hellenic diaspora. Deon was founded by a group of Greek young professionals, academics and entrepreneurs to bridge the gap between the Hellenic Diaspora and the Greek policy ecosystem. Similar to other think tanks, according to the North American Industry Classification System, Deon is classified as 541720 Research and Development establishment in the Social Sciences and Humanities. Deon Policy Institute is also recognized by the US Internal Revenue Service (IRS) as a not for profit 501c3 charitable organization.

One of the focus sectors of Deon is tertiary education. Given the changes taking place in tertiary education in Greece, Deon is conducting a survey with the participation of academics of Greek origin who work at universities and research institutes abroad (not based in Greece), to evaluate their willingness and conditions required to move to Greece and work in the academic sector in the country (hereinafter, the “Survey”). 

Deon hereby informs academics (hereinafter “you” or “your”) about the processing we conduct on your personal data to initially communicate with you as well as, the processing we will further conduct in case you decide to participate in the Survey.

The aim of this Data Protection Notice (hereinafter “Notice”) is to set out the principles applied by Deon when processing your personal data and to inform you concerning such processing activities and your data protection rights.

  • Deon collected your name, job position and professional email address from publicly available sources including from the website of the academic institution you work for (hereinafter, the “List Data”), solely for the purpose of pursuing our objectives and for the needs of our initiatives. One such objective is making an initial email communication with you to offer you the opportunity to participate in the Survey. The legal basis for our data processing activity related to such List Data is Deon’s overriding legitimate interest (considering our identity and mission as described above) to identify academics of Greek origin, who work in universities and research institutes abroad, and undertake initiatives involving them. Such initiatives include the Survey and our approaching you to inform you about our mission and activities and to invite you to participate.

    In case you decide to voluntarily participate in the Survey and provide your consent, Deon will process your name, job position and email address solely in the context of knowing whether you opened our email and visited the Survey platform; also, in case you reply to the original email for follow-up purposes, the content of any follow-up communications will also be processed (hereinafter, the "Survey Data”). The purpose for the processing of the afore-mentioned information is to conduct the Survey and the legal basis for this data processing activity is your prior informed consent.

    Our objective is that your responses will be collected on an anonymous basis and we will not actively associate any personally identifiable information about you with your responses. However, it might be the case that the context of a question and response could indirectly reveal to Deon the identity of a participant. For example, if a university has only one academic of Greek origin or if a respondent voluntarily shares, in his/her responses, information revealing, directly or indirectly, his/her identity, Deon may be able to identify said individual. Therefore, said participant’s responses will constitute and will be treated as personal data (and be included in the Survey Data) and Deon will process them solely for the purposes of conducting the Survey. We would like to inform you that the Survey’s questions are not compulsory, and participants do not have to respond to all questions. Therefore, participants can refrain from responding to questions, where the response could reveal their identity.

  • Deon will not disclose your personal data to any third parties. The results of the Survey will be reported in aggregate format, ensuring that individual responses remain anonymous. Nonetheless, our service providers of Deon will have access to your personal data only to the extent necessary from them to provide services to Deon. Such service providers include Constant Contact, which is an email marketing service provider engaged by Deon in order to contact you by email and invite you to participate in the Survey; Qualtrix which offers its cloud-based experience management software platform that will be used for conducting the Survey, and our consultant who will review the responses in the context of conducting the Survey.

    Your personal data will be used for research purposes only and will be kept confidential. Under no circumstances will your personal data be sold to any third party.

  • Deon will retain your personal data for as long as required or permitted by applicable law. More specifically, the List Data will be retained indefinitely in order to support our mission and initiatives, e.g., for the purposes of establishing an initial communication to share our mission initiatives with key stakeholders and keep track of participation in various initiatives. The Survey Data will be deleted within three (3) months following completion of the Survey. Responses provided on an anonymous basis, which do not constitute personal data, will be kept by Deon indefinitely to support our mission and objectives. In cases of a dispute, your personal data may be retained until the conclusion of the relevant legal procedure, including during the hearing of any appeal or application for cassation, and will then be securely erased or archived, as provided for by applicable law.

  • Under the conditions provided by applicable law, you may have one or more of following rights with regards to the protection of your personal data:

    • Right of access: You can contact Deon so that we can inform you and explain whether and what data we retain about you and how we process them. You may also request a copy of your personal data that Deon retains.

    • Right to rectification: If you believe your data is inaccurate or need to be updated, you have the right to request the rectification of inaccurate personal data and the supplementation of incomplete data.

    • Right to erasure: Under certain conditions, e.g., when the data is no longer needed or you have withdrawn your consent or the data has been unlawfully processed, you have the right to request from Deon the erasure of your personal data.

    • Right to restriction of processing: If you consider that your data is inaccurate or that its processing is unlawful, or you consider that the data is no longer needed by Deon, or you object to automated processing, you have the right to request that the processing be restricted.

    • Right to object: You may object to the processing of your personal data by Deon on grounds that concern you and relate to your particular situation, unless, inter alia, there are compelling legitimate grounds for the processing which override your interests, rights and freedoms.

    • Right to portability: You may request to receive your data in a structured, commonly used and machine-readable format, and have your data transmitted to another organization (controller), which you will indicate to Deon.

    • Right to withdraw consent: You may withdraw your consent at any time, without your withdrawal affecting the lawfulness of the processing based on your consent before its withdrawal.

  • You may also have the right to lodge a complaint with regard to matters that concern the processing of your personal data by Deon before the competent Data Protection Authority of your place of residence.
